According to Zhu Linfei, deputy director of the provincial intangible heritage protection center, the heritage name of the declaration is "Chinese Dragon Boat Festival", which consists of the "Qu Yuan native Dragon Boat Festival custom" of Zigui County, Hubei Province, the "Xisai Shenzhou Club" of Huangshi City, and the "Miluo River Dragon Boat Festival custom" of Suzhou City, Jiangsu Province, and the four parts of the declaration materials are jointly "packaged" by the three provinces. In October 2009, entrusted by the Ministry of Culture, Hubei Province submitted the declaration form and related materials to UNESCO on behalf of China.

It is reported that the "Dragon Boat Festival customs" of the above three provinces and four places have been announced in 2006, the first batch of national intangible cultural heritage list. The Dragon Boat Festival has a history of more than 2500 years, it is derived from the festival customs of warding off evil around the rich and colorful sacrificial, entertainment, health and other folk activities, mainly sacrifice Qu Yuan, commemorate Wu Zixu, mugwort, hang calamus, eating zongzi, dragon boat race, etc., activities are slightly different, especially Zigui County, Hubei Province, Huangshi City more typical. This is also the reason why Hubei is the main body of the "Dragon Boat Festival application" work. According to the relevant regulations, each country is only allowed to declare one "intangible cultural heritage" project to the United Nations every year, the Dragon Boat Festival officially became a national holiday in 2008, and it is also the only world heritage project in China in 2008.

The Dragon Boat Festival by Hubei, Hunan, Jiangsu three provinces and four joint declaration, including a total of four parts, are Suzhou City, Jiangsu Province, "Suzhou Dragon Boat Festival custom", Zigui County, Hubei Province, "Qu Yuan's hometown Dragon Boat Festival custom", Huangshi City, "Xisai Shenzhou Club" and Miluo City, Hunan, "Miluo River bank Dragon Boat Festival custom". On September 30, 2009, the fourth session of the UNESCO Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage in ABU Dhabi, United Arab Emirates, reviewed and approved 76 items to be included in the "Representative List of the Intangible Cultural Heritage of Humanity", of which 22 are Chinese, including the Dragon Boat Festival, Cantonese opera, calligraphy, seal cutting and paper cutting. The Dragon Boat Festival is the first Chinese festival to be included in the World intangible cultural Heritage.
